<p><span style="font-weight: normal;">During the campaign of 2008 my campaign had an office in the Democratic Headquarters and we were responsible for Democratic Get-Out-The-Vote in the mid-county. In 2009 I donated items for the annual Democratic dinner.  I have spoken at local Democratic clubs during the last three years. I have actively worked to support Democratic candidates including John Laird, Bill Monning and Joe Simitian by making endorsements and helping raise funds.</span></p>

<p><span style="font-weight: normal;">Over the last 20 years I have launched a start-up (Santa Cruz Mail &amp; Data), run a large non-profit agency (SC AIDS Project), worked for a policy organization on labor and economic issues (Working Partnerships), and served on the Cabrillo College Board for eight years, overseeing a $60 million/year budget. Through the course of this work I have led on issues of housing, healthcare, workforce development and economic development. I have increased affordable housing, helped designed a plan to provide heath insurance coverage for all children in the county and expanded job opportunities for people throughout Santa Cruz County. </span></p>
<p><span style="font-weight: normal;">As Supervisor I have drafted major polices including a vacation rental ordinance that helped preserve our coastal neighborhoods and bring in an extra $1 million to the County General Fund, and a medical marijuana ordinance to bring order to the failure of state and federal regulations.  I led the effort to secure the 32 mile rail line through the County, and secured a 4-acre beach for the public at no cost.</span></p>
<p>MAJOR CONSTITUENCY ISSUES                                    <span style="font-weight: normal;"> </span></p>

<p><span style="font-weight: normal;">Sustainable economic development planning – I have led the effort to create the first Economic Development Coordinator position for the County. We are currently engaged in a planning process along the main transportation corridor that will combine economic analysis and urban planning to benefit both economic opportunities and the environment. In both cases I have worked to have the community intimately involved with the planning and decisions about the investments we make.</span></p>
<p><span style="font-weight: normal;">Services for youth – I am working to construct a new Boys &amp; Girls Club in Live Oak in collaboration with the Live Oak School District and I am working with community-based organizations and the Sheriff to expand successful programs like Futsal and Jr. Giants.</span></p>
<p><span style="font-weight: normal;">Safe routes for walking and biking – I am working to complete key infrastructure projects such as the Arana Gulch path and a sidewalk project that connect Soquel High and Soquel Village.</span></p>

<p><span style="font-weight: normal;">Sustainable economic development planning – I have led the effort to create the first Economic Development Coordinator position for the County. We are currently engaged in a planning process along the main transportation corridor that will combine economic analysis and urban planning to benefit both economic opportunities and the environment.</span></p>
<p><span style="font-weight: normal;">Assistance for those facing foreclosure – I have researched strategies to help homeowners facing foreclosure to receive mediation with their lenders to help with mortgage modification.  I am presently seeking a change to state law to allow our County to more aggressively help those facing foreclosure. </span></p>
<p><span style="font-weight: normal;">Public Safety – I am actively involved with the Justice Reinvestment Initiative with the Sheriff and the Probation Director to identify criminal justice strategies that save resources that can be reinvested to enhance public safety while still holding people accountable for their actions.</span></p>
<p>Given the ongoing state and county budget deficits, tell us your thoughts on achieving savings and/or increasing revenue in the county budget, in order to continue providing important services to the community.</p>
<p><span style="font-weight: normal;">I drafted a set of Budget Principles for the Board of Supervisors that prioritize services to the community, encourages savings across departments instead of simply within each department and I have worked with the County Administrative Officer to conduct trainings for departments that have not successfully sought grants at the same rates as others.</span></p>
<p><span style="font-weight: normal;">Our Vacation Rental Ordinance has resulted in a new annual contribution to our General Fund of approximately $1 million annually. We are currently engaged in a process to simplify our regulations to allow businesses to more easily site in the unincorporated areas.  This is part of a long-term strategy coupled with our Economic Development position to strengthen our tax base.</span></p>
<p><span style="font-weight: normal;">Lastly the fastest growing portion of our budget is public safety/law enforcement/corrections.  We are in the midst of the largest change in history for corrections through the state mandated prison realignment. I am working to engage the public in the choices and investments we make that create a sustainable system that ensures accountability, promotes public safety, reduces recidivism and can be financially maintained well into the future.</span></p>

At the state level, I have been a delegate to the state Party including involvement in campaigns, conventions and policy creation. At the national level, I served in a senior capacity on the Obama campaign – as a state spokesperson in the battleground state of Pennsylvania. In addition, I worked for the International City/County Management Association – a professional organization dedicated to improving local governments. Professionally, I’ve touched on a number of public policy issues working in economic policy, public safety and parks and recreation. I currently manage a $23 million dollar budget and have overseen large staffs. As the Crime Analyst for the Santa Cruz Police Department, I’m keenly aware of issues that impact the largest General Fund component (public safety) and directly manage a budget that is larger than 2 of the 4 municipalities in the county. Working in local government, and serving as chair of the county Democratic Party, I have a number of relationships with people within the county and region to shorten the ramp up period if elected.</p>
<p><strong>MAJOR CONSTITUENCY ISSUES </strong></p>

<p>1.<span style="white-space: pre;"> </span>Infrastructure – including roads, sidewalks and the highway</p>

<p>I believe a lot of the issues we face are more political than policy-oriented. Too often the debate in the county has been either/or – meaning, we can either fund public safety or we can fund human services. We can either preserve farmland or have economic development. And we can either have roads that don’t require a 4&#215;4 or have environmental protections. I think electing people that don’t take that either/or approach will have a significant impact on the county for the next generation. We can respect the need to protect farmland while still understanding that balanced economic development helps pay for our police officers and meals on wheels programs. We can allocate resources in public safety smartly – such as what I’ve done with the predictive policing program at the Santa Cruz Police Department – without necessarily adding strains to the budget. And we can improve the roads and highway without giving in to unwanted development.</p>
<p><strong>Identify the 2 - 3 top county-wide issues facing the Board of Supervisors and indicate your approach in addressing them, if elected.</strong></p>
<p>1. Extreme budgetary pressures from the state and federal government as well as a decline in local tax revenues</p>
<p>2. Greater local responsibility through the realignment of services</p>
<p>The two issues above are large contributors to the debate of how we can fund improvements to infrastructure, public safety or parks. Having a sustainable economic model is essential for the county moving forward. The county needs to work to create a responsible economic base that protects programs, services and employees. And this will need to be done without the expectation of help from the state. In fact, the state’s realignment proposals will place additional burdens on local coffers but also represent a unique opportunity for the county (through this increased local control) to improve outcomes.  It would be hard to argue the state is providing services better than local governments, so these pressures also offer an opportunity for local social service providers and public safety to run more efficient and effective models than they have been allowed to in the past. One way I would address these two issues is to allow for creativity and risk to occur from the staff. I believe that budget times like this allow us to take chances – how can we improve services? How can we listen more to employees and line level staff to see how to create a new sustainable model moving forward? Given the space and opportunity I think the employees will create better programs even with these circumstances.</p>
<p><strong>Given the ongoing state and county budget deficits, tell us your thoughts on achieving savings and/or increasing revenue in the county budget, in order to continue providing important services to the community. </strong></p>
<p>One way to do it is to ensure that programmatic review happens. For example, at the Santa Cruz Police Department I manage a $23 million budget. We’ve faced cuts in grants and programs from the state and federal government, taken furloughs, paid more toward retirement, health care etc. But we’ve still improved service delivery. Why? One of the main reasons was these cuts allowed us the flexibility to do a full-scale programmatic review. Why are we providing services that way? How can we improve them? These questions were key to improving what we were doing – achieving the savings but still providing the level of service that the community expects. Additional savings can be obtained through improved partnerships (such as increased mutual aid agreements in public safety – the largest general fund cost - and on the social/human service side). The county has done a great job of putting investments into local banks which have reduced costs and improved local investment and additional savings can be obtained through the refinancing of some of the current bonds.</p>
<p>Regarding revenue, the county has polled some potential revenue measures and is looking at what might be most feasible. Some options would include a TOT increase (would need to be done in partnership with the CVC and other county jurisdictions) or a public safety measure similar to Measure H in Santa Cruz city.</p>

<p>I am a lifelong resident of the San Lorenzo Valley.  I am a builder and contractor and own Hammer Construction. I have served on the Boulder Creek Recreation and Park District Board for the past 7 years, where as Chair, I helped lead the effort to revitalize Garrahan Park.  In my second term on the board, the District received the 2009 Special Recreation District of the Year Award.  And the following year, I was honored as the recipient of the Most Outstanding Board Member by the California Association of Recreation and Park Agencies.  I am President of the Boulder Creek Business Association, on the Board of Community Bridges, on the Steering Committee for the Redwood Mountain Faire, and on the County Treasury Oversight Commission. I also have served as Chair of Mountain Community Resources, as a member of Rotaract, San Lorenzo Valley Rotary International, was the founding President of Youth First, and have been a member of the Valley Women’s Club since the age of 16.</p>

<p>With your support, I will work to protect our environmental resources.  I will prioritize moving our county toward more renewable resources and safeguarding the riparian corridors.  I understand the importance of protecting our fragile local environment and how critical my role will be in bringing various environmental stakeholders together to accomplish our goals.</p>
<p>I will also work to improve County services.  As a builder, I understand the struggles that our residents and contractors undergo in their efforts to be compliant, and I want to see the permitting process become a more positive one. Once elected, I will work towards making this more efficient and user friendly. We also must improve our infrastructure, roadways and access to public transportation. Though economic times are tough, maintaining our local roads and improving public transportation are critical needs in the Fifth District. Additionally, I will improve outreach to the further reaching areas of the County to make sure all residents know about and have access to services that are available to them.</p>
<p>And I will work to strengthen resources for our children and families.  Our children deserve to have the highest quality of services available to them, and working families deserve jobs and housing that allow us to raise our children in Santa Cruz County. This includes not only economic development and job creation, but funding for community programs and alternatives to cutting our local libraries and parks. It is because of my experiences with Youth First and building the Teen Center in Felton, with the grant process and renovation of Garrahan Park in Boulder Creek, and with raising my own family in this community that I understand how important parks, recreation and local libraries are to a healthy, vibrant community.</p>

<p>As I stated above, the top three issues in my campaign are protecting our environmental resources, improving County services and strengthening resources for our children and families.  There are many other issues that need to be addressed, and there is great diversity in the Fifth District, but these three issues that I have chosen to make a priority are as important to the Fifth District, as they are to the entire County of Santa Cruz.</p>

<p>My priorities are maintaining jobs and critical county services, including health services.  Making sure that we fund critical infrastructure and road repairs which not only impact our economy through tourism dollars, but has become a public safety issue as well.  Finding ways to promote economic development without RDA funding.  This loss of funding will have a huge impact on Santa Cruz County in the next term and beyond.</p>
<p>My ideas for raising revenue include make the permitting process more efficient and user friendly, so more residents obtain and pay for legal permits for their projects.  Supporting measures to promote and increase tourism which adds to sales tax dollars as well as the hotel tax.  Entice and offer incentives to new and innovative businesses to open up shop in Santa Cruz County.</p>

			<content:encoded><![CDATA[<p>At their monthly meeting on October 26th, the Santa Cruz County Democratic Central Committee unanimously endorsed a resolution in support of the Occupy Wall Street movement, which has spread across the nation.</p>
<p>Members agreed that OWS protesters are drawing attention to the same problems that Democrats are also struggling to resolve, like income inequality, lack of jobs, skyrocketing health insurance costs, and corruption of the democratic process resulting from the Supreme Court&#8217;s  <em>Citizens United </em>decision which allows corporations to make unlimited donations to political candidates. <p><p><strong>Resolution in support of Occupy Wall Street movemen</strong><strong>t</strong></p>
<p><strong><span style="font-weight: normal;">Whereas, peaceful protests are a respectable and constitutionally protected way of demonstrating opinion and mobilizing political momentum in the United States, and</span></strong></p>
<p>Whereas, people are protesting on Wall Street and throughout the world over income inequality, which has reached levels not seen since before the Great Depression of the 1930s, and</p>
<p>Whereas, greed in the corporate and banking sectors has led to an unprecedented and prolonged economic recession; and despite record breaking corporate profits companies have been slow to hire new employees; and there is a lack of opportunity and jobs, especially for disadvantaged groups including young people, older workers and certain minority groups, and  </p>
<p>Whereas, health care costs have skyrocketed and health care insurance has become unaffordable or unattainable for many people,  </p>
<p>Whereas, the Supreme Court decision Citizens United v. FEC allowing corporations to contribute unlimited sums to political candidates has corrupted the democratic process, and </p>
<p>Whereas, Republicans in Congress block all attempts by President Obama to try to remedy these problems, resulting in financial distress and ruin for many responsible citizens and residents,</p>
<p>Therefore be it resolved that the Santa Cruz County Democratic Party supports the Occupy Wall Street movement and the constructive efforts of its participants to draw attention to these problems.</p>

			<content:encoded><![CDATA[<p>Santa Cruz County Democrats elected Richelle Noroyan as chair and a new slate of officers for the upcoming year at their meeting on Wednesday, July 27. New officers of the Santa Cruz County Democratic Party include: Richelle Noroyan, chair; Fran Church, vice chair; Ricardo de la Cruz, treasurer; and Pat Manning, recording secretary.</p>
<p>Ms. Noroyan served as county chair once before in 2004 and served as regional director of the California Democratic Party for four years. She has also worked as district office director for former Redwood City Assemblyman Ira Ruskin (AD21) from 2005-2011 and she was campus outreach coordinator for California for the Bill Clinton campaign in 1992.</p>
<p>She follows Zach Friend, who stepped down after serving six years as Democratic Party chair in Santa Cruz County.</p>
<p>The major tasks faced by local Dems in the upcoming year are organizing for the presidential elections in 2012 and preparing for state primary elections to be held next Spring – the first time that the new top two nonpartisan system will be used.</p>
